An approach for evaluating training programs at a reaction level can be through the use of a reaction sheet. The following link takes you to an example of such a sheet. The work is based on Pacificcorp employee trained (8-10 March 2004) on a new computer-based outage management system. The questions were dveloped using the Level 1 Assessment questionnaire (Kirkpatrick & Kirkpatrick, 2005 : 234-235).
